246OK, but how would you measure this?Scientists use a measurement called the Brain Integration Scale (BIS). Using EEG, scientists look at what the brain is doing during a simple reaction-time test and a choice reaction-time test. The scale associates EEG measures with three key features of Cosmic Consciousness: witnessing (which we just discussed), %u201cestablished intellect,%u201d and %u201cspontaneous right action.%u201dHow does the BIS measure spontaneous right action?Pure consciousness, experienced as the Self inside, is the home of all the laws of nature, so once this experience is established, a person in Cosmic Consciousness makes their decisions for the benefit of everything, rather than from fear or anger or short-sighted self-interest. The BIS looks at how well the left and right parts of the frontal cortex are working together. What do you mean by established intellect? The intellect distinguishes, decides, and launches the mind and body into action. An established intellect doesn%u2019t jump the gun. Rather than reacting, it can take in the whole picture and only move into action when the time is right%u2014for the wellness of everything, everywhere, all the time.In Cosmic Consciousness, a person experiences the outside world on the basis of their permanent inner familiarity with pure consciousness, their inner field of all possibilities. This opens up choices and possibilities that were not available to them before. They know who they are, and they act from that basis, rather than being a football at the mercy of situations and circumstances. The BIS documents that people experiencing signs of Cosmic Consciousness respond faster and more accurately. Scientists infer that this is because their thinking is not bogged down by prior experience and expectations. This ability to take everything into account when making a decision shows up as the brain resting quietly until it actually knows what to do. This is what the BIS measures.
